I think what you are seeing may be symptoms of the medications you are giving your dog. For example, the medication Budesonide can cause "pot-bellied appearance with long-term use". Too high a dosage of the medication Soloxine can "create a condition called thyrotoxicosis (excess thyroid hormone), which causes symptoms like panting, restlessness, increased thirst, and increased appetite that closely mimic Cushing's disease".
